JOSEPH KELLY

Mr. Kelly was appointed to the position of Treasurer, Tax Collector and Public Administrator by the Board of Supervisors on January 6, 2015.  Prior to his current role, he served as Chief Deputy Treasurer, Tax Collector and Public Administrator.  Mr. Kelly is the ex-officio trustee of each of the two governing boards of the Los Angeles County Employee Retirement Association (LACERA), the Board of Retirement and Board of Investments.  He also serves as an ex-officio member on the County’s five Deferred Compensation Plan Administrative Committees.  Mr. Kelly possesses a Bachelor of Arts degree and a Master’s Degree in Public Administration.  He is a Certified Internal Auditor, Institute of Internal Auditors; a Certified Treasury Professional, Association for Financial Professionals; and a Board Leadership Fellow, National Association of Corporate Directors (NACD).

KEITH KNOX

Mr. Knox is Chief Deputy Treasurer, Tax Collector and Public Administrator, with executive management responsibility for the Department’s seven organizational units: Administration, Banking Operations, Internal Controls, Public Administrator (Estates), Public Finance and Investments,  Information Technology, and Tax Collections.

OUR MISSION

The mission of the County of Los Angeles Treasurer and Tax Collector is to bill, collect, invest, borrow,  safeguard and disburse monies and properties. We do this on behalf of the County, other government agencies and entities, and private individuals as specified by law. The Department also provides enforcement, consulting,  estate administration, and public information services.

The Treasurer and Tax Collector strives to serve its customers by providing timely and accurate services in a manner that is fair, legal, and courteous. To meet our service obligations, we use technical expertise employing modern, innovative, cost-effective, and flexible methodologies.
